ARMY HRSS S&A Contract Win
December 2009
K4 joined forces with Booz Allen Hamilton as a subcontractor on the recently awarded Human Resource Studies and Analysis Support Services (HRSS S&A) contract. We will support the U.S. Army Mission and Installation Contracting Command, Contracting Center of Excellence (CCE), Army HR Solutions Program Office.

In November 2009, K4’s Farrell O’Neill planned the Office of Science and Technology (OST), Information Services Division (ISD), Organization Day. This was K4’s first CSR event held in conjunction with a government customer, and one of our largest, with more than 90 volunteers in attendance. Together, the group packed more than 1600 hygene packs for the troops and raised close to $1000 for USO. ISD’s Organization Day concluded with bowling and a pizza luncheon at Ft. Belvoir’s Bowling Center to celebrate a morning of hard work.

K4 Awarded $9M HRSA Contract

K4 Solutions, Inc., an exponentially fast growing 8(a), Woman Owned (WO), Small Disadvantaged Business (SDB), announced that it has been awarded a Prime contract from the Department of Health and Human Services (HHS) to support its Health Research Services Administration (HRSA), the principal Federal Agency charged with increasing access to basic health care for those who are medically underserved.
Falls Church-based K4 was selected with its subcontractor, IQ Solutions, to support HRSA’s BCRS Division of Applications and Awards (DAA) and merge five of its categorical scholarship programs that currently identify and select qualified applicants for the BCRS scholarship and loan repayment initiatives. K4 will establish and operate an Application Processing Center (APC) with an integrated framework that combines existing programs, to include the NHSC Loan Repayment Program, the NHSC Scholarship Program, the Nursing Education Loan Repayment Program, the Nursing Scholarship Program, and the Faculty Loan Repayment Program.
K4’s new contract – an ARRA Project tied to Recovery Money – has a five-year value of $9 million, according to the company.

K4 Receives Task Order for DoD Technical and Administrative Services

K4, a leading IT Services Provider, has been awarded DoD task orders to provide technical and administrative services to the Department of Defense Research and Engineering (DDR&E), National Defense Education Program (NDEP). As a subcontractor to NCI Information Systems, this work is a result of a growing partnership and an extension of our existing K4/NCI Mentor Protégé relationship.
K4’s cleared services will drive basic science and engineering research for the defense and national security workforce. With FTEs at two locations – the Pentagon Laboratories and Basic Sciences (LABS) in Washington, D.C and Monterey, California – K4 will fulfill requirements in Planning, Programming, Budgeting and Execution (PPBE) support, as well as outreach activities for the Science, Mathematics, and Research for Transformation (SMART), Defense Scholarship-for-Service Program.
DDR&E provides superior technology and war winning capability to support the Warfighter mission.
K4 Teams to Win – Department of Homeland Security (DHS), Program Management, Administrative, Clerical and Technical Services (PACTS)

K4 joined the winning VET-FED Resources Team, comprised of VET-FED, a Service Disabled Veteran Owned Business (SDVOB), and other uniquely qualified small businesses. With a unique focus in Administrative support, our Team achieved an essential support role for the DHS PACTS contract vehicle. The IDIQ was awarded to SDVOBs as a small-business set-aside for professional support services across multiple categories. K4, VET-FED, and other team members will begin supporting DHS task orders in PACTS Category 2 for Administrative Services.

K4 Wins HHS Contract Vehicle to Support the Agency for Healthcare Research & Quality (AHRQ)

K4 has joined forces with Project Performance Corporation (PPC) to support the Department of Health and Human Services (HHS), Agency for Healthcare Research and Quality (AHRQ), National Resource Center (NRC) for Health IT Services. K4 and PPC were awarded Functional Category 4 to provide Health IT Portal Infrastructure Management and Website Design and Usability Support; specifically, day-to-operations, management, and related capability for AHRQ Websites, Portals, and Knowledge Management Databases. Relevant services include website usability studies, user requirements analysis, 508 compliance, security, and website design.
K4’s Website and Portal services will assist AHRQ in disseminating important health care information, while supporting health care consumers and accelerating the adoption of Health IT throughout the nation.
AHRQ’s NRC contract vehicle facilitates the meaningful use of Health IT.
K4 Associate Farrell O’Neill Accepts YAFCEA Bethesda Board Nomination

K4 Associate, Farrell O’Neill, recently accepted a board nomination for the Bethesda Chapter of The Armed Forces Communications & Electronics Association (AFCEA). Ms. O’Neill will support the organization during the next fiscal year to enhance social responsibility and maintain active relationships with other members of industry.
Founded in 1998, the AFCEA Bethesda Chapter is an educationally based, non-profit organization which encourages greater government/industry partnerships and information exchange.
K4 Supports New Technology Requirements at the Department of Health & Human Services (HHS), Agency for Healthcare Research & Quality (AHRQ)

K4 is expanding its AHRQ Electronic Dissemination & Library Support Services (EDLSS) contract to provide Web 2.0 support. This work includes evaluating requirements for AHRQ’s existing technology and developing social media tools to complement AHRQ’s public affairs work. K4’s new work greatly strengthens our current relationship with AHRQ, which is located in Rockville, Maryland.
AHRQ is the lead Federal agency charged with improving the quality, safety, efficiency, and effectiveness of healthcare for all Americans.
K4 Tees Off With YAFCEANS at the 2009 Bethesda Charity Golf Tournament

Farrell O’Neill recently chaired the logistics committee for this year’s AFCEA Bethesda Charity Golf Tournament held May 18th in Reston, Virginia. For her second consecutive year, Ms. O’Neill and a group of volunteers planned the charity event with proceeds benefiting the AFCEA Bethesda Chapter Scholarship Fund. The AFCEA Bethesda tournament provides IT leaders the opportunity to network with government and industry partners, while helping qualified students from the class of 2009 pursue a career in Information Technology.

K4 Moderates IAC Expert Panel Discussion

K4 VP, Vinay Raman, recently moderated a Small Business Shared Interest Group (SIG) Panel Discussion on May 6, 2009. The panel discussion focused on “Successful strategies in working with Small Business Liaison Officers (SBLOs) of Large Companies.” SBLOs from SAIC, AT&T Government Solutions, and CGI Federal taught small business counterparts about existing Mentor Protégé programs and the best approach to working with large businesses.

K4 Subcontracted to Support Army’s Technical Engineering Support Services (TESS) Contract

As a subcontractor to Booz Allen & Hamilton on the winning team for TESS, K4 will play a role in technology insertion and systems operations in support of the Army Materiel Command, Communications-Electronics Research and Development Engineering Command (CERDEC). The award has a ceiling of $900 million and requirements for operational, program management, technical, engineering, integration, prototype development, and fabrication support.
Army TESS was created to provide intelligence, information warfare tools, and electronic combat technology for American troops.
K4 Subcontracted to Support GSA’s Alliant LB Contract

K4 has joined Stanley’s team as a subcontractor on the 10-year multiple award/indefinite-delivery, indefinite-quantity (MA/IDIQ) GSA Alliant LB contract. The award has a $50 billion ceiling and includes a five-year base and one five-year option period. The GWAC is a recompete of its original award and replaces two other GSA MA/IDIQ contract vehicles – ANSWER (Applications and Support for Widely diverse End-User Requirements) and Millennia.
K4 joins Stanley to support the Alliant LB GWAC and provide federal agencies with Information Technology (IT) solutions in support of National Security Systems worldwide.
K4 Facilitates AFCEA’s 2009 Mentor Protégé Night

K4 Vice President, Vinay Raman, organized and hosted this year’s Armed Forces Electronics Communications Association (AFCEA) Mentor Protégé Night for the NOVA chapter in Tyson’s Corner on April 16, 2009. Emerging and established IT leaders exchanged thoughts, shared experiences, and gained insight over the family style dinner and networking session. Vinay and other aspiring leaders were able to learn the pit falls that senior professionals overcame and how they achieved success. Casey Coleman, GSA; Carla von Bernewitz, BAE; LtGen Ret Robert Shea, U.S. Marine Corps; and CSM Rondald Desjardins, CIO G/6 were featured among 11 other keynote speakers.

K4’s Naveen Krishnamurthy Actively Involved in Small Business Outreach

K4 Vice President, Naveen Krishnamurthy, was recently elected as a board member to the Industry Advisory Council (IAC). Naveen volunteers his time and service to IAC, an outreach-driven organization dedicated to helping small businesses develop goals through strategic teaming and partnerships.
Naveen volunteered as a logistics coordinator for IAC’s annual Small Business Conference (SBC) in Arlington, VA on March 24, 2009. The all-day event was designed to help small businesses address unique challenges and gain relevant perspective with guidance from industry and government leaders. Presenters used the forum to share knowledge and shed light on a variety of “hot” issues in today’s contracting and political climate.

K4’s Vinay Raman Awarded “Rising Young AFCEAN”

K4 Vice President, Vinay Raman, was recently awarded the Young Armed Forces Communications & Electronics Association (YAFCEA) Distinguished Young AFCEAN of the Month Award. Vinay is responsible for assembling slides and coordinating presentations for all of AFCEA NOVA’s 2009 luncheons.
Most notably, Vinay ran the 2008 Air Force IT Day Bag Stuffing, a volunteer event that drew an impressive crowd of approximately 75 attendees. He also hosted the 2009 Annual Young AFCEAN Mentor Protégé Night with 14 Mentors and 65 protégés.
K4’s Farrell O’Neill Promoted to “Director of Corporate Social Responsibility”

K4’s Farrell O’Neill was recently promoted to a new position – Director of Corporate Social Responsibility. In this position, Farrell will oversee all of K4’s charitable giving and community outreach programs.
Since joining the company in 2007, Farrell has lead several corporate social responsibility (CSR) initiatives, including the March of Dimes, March for Babies and Bread for the City. Past events contributed positively to our local community and drew crowds consisting of employees, customers, and partners.
K4 Reawarded DOJ Technical Writing Contract

K4’s contract with the Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) was renewed this quarter with an increased scope of work. This award represents K4’s third successful recompete of its technical writing contract with ATF.
K4 has provided technical writing services to ATF ISD since 2003, and we look forward to supporting our valued ATF customer full-time and on-site. K4’s technical documentation services adhere to ATF policies, procedures, and security requirements.
ATF reduces violent crime and protects the public by enforcing federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. ATF’s Information Services Division (ISD) works with other law enforcement agencies to protect agency information, manage systems software, and support mission objectives in the areas of acquisition, development, customization, deployment and maintenance. ISD customers include agency headquarters, the National Tracing Center (NTC), disparate field offices, national laboratories, regional crime gun centers, law enforcement offices, and industry partners.
